HORIZON CARD SVCS Preapproval Complaints

Complaint 1:
I applied for Horizon card last week assuming I will not be charged untill card is issued.I never activate horizon credit card it by going to www.horizongoldcard.com but still I my account credit card was charged 89.95$ Further I had to pay more in bad checks ,Please refund my charges Or tell me how to get them back?

Complaint 2:
I was stunned to see when I see my New Horizon card don't have a VISA OR master card.I cann up them on Phone and they told me to cancel but still did not refund my pending 20$ I have never though a horizon gold card will be a NOT VISA
